Article 1 explained in plain English
This is a definitions article, meaning that it explains the meaning of the terms that recur in the Law, and these meanings apply wherever the terms appear unless the context requires otherwise.
The most important definitions it contains:
- The Authority: the General Authority for State Real Estate, the body whose approval and supervision recur in the Law's articles.
- The Council: the Authority's board of directors.
- Government bodies: ministries, authorities, public institutions and the like, which are the tenant bodies whose leasing the Law regulates.
- The lessor: the owner of the real estate or whoever holds the right to lease it under the law, so the lessor need not be the owner himself so long as he holds the right to lease it under the law.
- The head of the government body: its chief official.
- The portal: the electronic portal approved by the Authority for the government bodies' real estate leasing operations.
- The unified lease contract: the lease contract form approved by the Authority.
- The Law and the Regulations: the State Leasing of Real Estate Law and its Implementing Regulations.
Understanding these definitions is necessary for reading the other articles, as they identify the parties to the process: a government body that leases, a lessor who holds the right to lease, an Authority that supervises, an electronic portal through which procedures pass, and a unified contract approved by the Authority. Article 2 sets out the Law's objectives, including regulating government bodies' real estate leasing operations, rationalizing their costs and unifying the body that supervises them.
