Article 11 explained in plain English
This article regulates the body that examines violations and the route of objection to its decisions.
Forming the committee: by decision of the board of the General Authority for Real Estate, one or more committees are formed, each with no fewer than 3 members, from those specialized in laws. They examine violations and impose the penalties set out in Article 10, which are a warning, or a fine not exceeding 5% of the value of the real right subject of the violation and not exceeding SAR 10 million.
Rules of work: the Authority's board sets, by its decision, the committee's rules of work, its procedures and its members' remuneration. These details are not in the Law.
Objection: the committee's decisions may be objected to before the Administrative Court within 60 days of the date of notification of the decision. The period runs from notification, not from the date the decision was issued.
In practice, a person against whom a penalty decision has been issued should keep the date they were notified of it and act within the stated period. Note that Article 12 deals with a separate case, giving incorrect or misleading information, and gives the Public Prosecution the investigation of it and the competent court the examination of it. Anyone who wants to object may consult a lawyer specialized in administrative matters.
Practical example
The committee issued a decision fining a non-Saudi company, and the company was notified of it on the first of the month. It may object to it before the Administrative Court within 60 days of the date of that notification.
