Article 15 explained in plain English
This is a closing article, and it deals with two matters: repeal of earlier provisions and the date the Law takes effect.
First: what the Law repealed
- Articles (4, 5, 6, 7, 8, 9, 10 and 11) of the Telephone Utility Law issued by Royal Decree No. (M/16) dated 16/3/1398 AH.
- Article (15) of the Water and Sewerage Authorities Law issued by Royal Decree No. (M/22) dated 23/6/1391 AH.
- The penalties regulation issued in implementation of it by Council of Ministers Resolution No. (811) dated 28/7/1392 AH.
- Anything that conflicts with the provisions of this Law.
The article only gives the numbers of the repealed articles and does not state their content. The intention is that matters relating to these subjects are now governed by the provisions of the Public Utilities Protection Law instead of those texts.
Second: entry into force
The Law takes effect two months after the date of its publication in the Official Gazette, a period that allows the bodies and individuals to prepare for its application.
The phrase "anything that conflicts with the provisions of this Law" means that any earlier provision that contradicts the Law's provisions is not applied to the extent of the conflict. The text does not state the publication date itself. Anyone who needs to know which provision applies to a particular matter may consult a lawyer specializing in administrative cases.
