يصدر مجلس الوزراء اللائحة التنظيمية اللازمة لهذا النظام بناء على اقتراح وزير الداخلية ، وتحدد هذه اللائحة الحالات التي لا يجوز لعضو الهيئة مباشرتها أو تحقيقها وتحضيرها أو إصدار قرار فيها، كما تحدد مجالات الأخذ بالخبرة في نطاق عمل الهيئة وحقوق الخبراء وواجباتهم وطريقة تأديبهم.
