Article 6 explained in plain English
This article requires the emir of the province and his deputy to take an oath, and specifies:
- Timing: before starting work.
- Before whom: the King.
- The text of the oath: set out in the article itself.
Content of the oath: The emir and his deputy pledge the following:
- Loyalty to the religion, and then to the King and the country.
- Not to disclose any of the state's secrets.
- To safeguard the state's interests and laws.
- To perform their duties with truthfulness, honesty, loyalty and justice.
The importance of this oath is that it sets out the basic ethical and professional commitments with which the emir and his deputy begin their work, including keeping state secrets and acting justly in performing duties.
This article follows Article 5, which makes the emir of the province accountable to the Minister of Interior. It is followed by Article 7, which sets the emir's tasks in administering the province in accordance with the state's general policy and the provisions of the Law and other laws, including preserving security and order, executing court judgments once they become final, safeguarding the rights and freedoms of individuals, and working to develop the province. The oath therefore precedes the exercise of these tasks.
