Article 2 explained in plain English
This article draws the scope of application of the Law by listing 20 activities that are subject to its provisions:
- Printed materials, pre-press preparation services, printing presses and libraries.
- Drawing and calligraphy, and photography.
- Importing, selling or renting films and video tapes, and sound recordings and discs.
- Radio, television, cinema or theater artistic production, and television and radio studios.
- Offices and correspondents of foreign media outlets.
- Advertising and publicity, and public relations.
- Publishing, distribution and press services.
- Producing, selling or renting computer software.
- Media studies and consultancy, and copying and reproduction.
- Finally, any activity that the Ministry proposes to add and the Prime Minister approves, so the list can be expanded in this way.
The importance of this article is that anyone who carries out any of these activities falls within the scope of the Law. The terms used in it, such as printed material, printing press, library, publishing and distribution, are understood according to the definitions in Article 1, and the Ministry here is the Ministry of Media.
If you have a project in one of these fields, such as a photography studio, an advertising agency or a publishing house, it is an activity subject to this Law. To find out what follows from this in your case, you can consult a lawyer who specializes in media and publishing law.
Practical example
Ahmed wants to open a photography studio in Dammam. Photography is one of the activities listed in this article, so his project is subject to the provisions of the Law of Printed Materials and Publication.
