Article 9 of the Saudi Anti-Corruption Authority Law

This article sets out the powers of the Authority's President. In general he supervises the Authority in exercising its powers, and provides administrative and financial supervision of it and of those working in it. In particular he may:

1. Propose the administrative regulation including rules for disciplining the Authority's staff, whose provisions do not cover military personnel and members of the Unit, and propose the financial regulation, and submit them to the King for consideration of approval.
2. Propose the organizational structure of the Authority and submit it to the King for consideration of approval.
3. Issue the internal regulations needed to run the Authority's work.
4. Issue a regulation governing the Authority's conduct of oversight and administrative seizure over public bodies, and administrative investigation of administrative and financial violations, in accordance with the relevant legal texts.
5. Represent the Authority before judicial bodies and public and private bodies and others, and he may delegate others to do so.
6. Supervise the preparation of the draft annual budget and the final account, and submit them to the King for consideration of approval.

Note the distinction between what the President proposes and submits to the King (the administrative and financial regulations, the organizational structure and the budget), and what he issues himself (the internal regulations and the oversight and administrative investigation regulation). Note also the exclusion of military personnel and members of the Unit, meaning the Criminal Investigation and Prosecution Unit, from the disciplinary rules in the administrative regulation.

The article connects to Article 8, which gives the Authority a President with the rank of minister, a deputy and one or more assistants appointed by royal order, and to Article 10, which provides for specialized units in the Authority.
