Article 27 explained in plain English
Chemical precursors are substances that may be used in manufacturing narcotics, and the Law lists them in Table 3. This article regulates them as follows:
1. The law that applies: the provisions of the Chemical Substances Import and Management Law and its Implementing Regulations apply to these precursors in the conditions and procedures for bringing them in, exporting, making, trading in, using, assigning and holding them, how they are monitored and the competent bodies.
2. What the competent bodies provide to the General Directorate of Narcotics Control:
- The annual estimates, by Gregorian year, of the legitimate needs for the precursors the Directorate specifies.
- A copy of the import and clearance license, the purpose of bringing them in and the approximate quantity.
- Reports every three Gregorian months on quantities consumed and remaining, produced and consumed, and damaged, and the names of the substances produced and their quantities, the beneficiary bodies and their addresses, and each body's quantity and purpose, by weight or volume.
- A statement at the end of each Gregorian year of the total quantities imported and exported and the countries concerned, by net weight excluding the box or container.
- Copies of the violation reports under the Chemical Substances Import and Management Law.
3. Coordination: the Directorate coordinates with the Saudi Food and Drug Authority to monitor the precursors and verify the accuracy of the data in paragraph 2.
4. Custody: the person responsible for it is a Saudi pharmacist, Saudi chemist, or Saudi pharmacy or chemical technician.
Industrial establishments that deal with these substances can consult a lawyer specialized in commercial cases.
Practical example
A chemicals factory in Jubail imports a substance listed in Table 3. The person responsible for its custody must be a Saudi chemist, pharmacist or technician, and reports are submitted on it every three Gregorian months on the quantities consumed, remaining and damaged.
