Article 2 explained in plain English
This article regulates carrying emergency medicines that contain narcotic or psychotropic substances on ships, aircraft and trains.
First: non-Saudi means of transport inside the Kingdom:
- The permit includes the names of the medicines, their quantities and the percentage of the narcotic substance in them, and the person in charge of the vehicle declares the name of the person responsible for their custody.
- If a customs officer finds a violation during inspection or when auditing the records, he records it in an official report and the Ministry of Interior is notified.
- In case of a shortage, a request is submitted to the competent administration at the arrival station stating the reason, names and quantities, so that they do not exceed what is authorized in the country of the flag or nationality, and customs is informed.
Second: Saudi means of transport:
- The responsible bodies submit their annual need to the Saudi Food and Drug Authority for it to approve, amend or reject it, giving the reason.
- The medicines are kept in accordance with Article 28 of the Law and these Regulations, and their custody is handed to the person in charge of the vehicle or his delegate unless the crew includes a pharmacist or physician.
- Permitted medicines: diazepam, morphine, lorazepam, tramadol, pethidine and midazolam in the specified concentrations, as single-use injections.
- The maximum number of ampoules scales with the number of passengers and the length of the trip, from 5 ampoules for fewer than 100 passengers on a trip of less than 3 days, to 45 for more than 1500 passengers on a trip of more than 30 days, and the quantity doubles as the number doubles.
- The Chief Executive Officer of the Authority may amend the list, the quantities and the pharmaceutical forms.
In both cases, the medical services department of each military body is responsible for the procedures concerning military means of transport, and use of these medicines is limited to inside the means of transport.
