Article 34 explained in plain English
This article opens the door to resorting to enforcement service providers in enforcement before the Board of Grievances, subject to two conditions that appear from the text:
- They must be licensed in accordance with the provisions of the Enforcement Law.
- Resort to them must be in accordance with the rules issued by the Council, which under Article 1 is the Administrative Judiciary Council.
The wording is discretionary ("may"), so resort to them is not mandatory. The article does not say who resorts to them, the scope of the work they undertake, or the conditions of licensing; licensing is learned from the Enforcement Law, and the manner and limits of resorting to them are learned from the rules the Council issues.
This article is in Chapter Five on final provisions, after Article 33, which treats the offenses of Article 30 as corruption offenses and as serious offenses requiring detention. It is followed by Article 35, which allows the procedures set out in the Law to be carried out electronically, and also leaves it to the Council to issue the necessary rules for this.
Anyone who wants the details of resorting to enforcement service providers in a particular file must refer to the rules issued by the Administrative Judiciary Council.
