Article 2 explained in plain English
This article outlines the Ministry's general role, the Ministry being, under Article 1, the Ministry of Human Resources and Social Development. The Ministry does not work alone, but in coordination with the relevant bodies, meaning every government, private or non-profit body that provides services to the elderly directly or indirectly.
The article lists nine goals:
- Enabling the elderly to live in an environment that safeguards their rights and protects their dignity.
- Spreading awareness and community education about their rights, in order to respect and honor them.
- Providing documented statistical information about them, to be used in studies, research and the drawing up of plans and programs.
- Organizing programs that strengthen their skills, experience, hobbies and integration into society.
- Encouraging those of them who are able to work, and making use of support programs directed at the bodies that employ them.
- Supporting volunteer activities in their service.
- Adapting public and commercial facilities, residential neighborhoods, the surrounding environment and mosques to suit their needs, in light of the relevant laws and orders.
- Setting aside places for them in public facilities and at public events.
- Urging the private sector, employers and non-profit bodies to care for them by establishing community centers and social clubs.
This article sets general goals and directions, and does not itself lay down detailed procedures or benefits that an individual can claim. It is followed by Article 3, which recognizes the elderly person's right to live with their family. Anyone wanting to know a specific right in their case should consult a lawyer specializing in personal status cases and the rights of the elderly.
