Article 21 explained in plain English
This article governs issuing the Implementing Regulations of the Law, and sets three matters:
1- The instrument of issuance: the Implementing Regulations are issued by decision of the Council of Ministers.
2- The preparing body: they are prepared by the National Center for Non-Profit Sector Development in coordination with:
- The Ministry of Interior.
- The Ministry of Islamic Affairs, Call and Guidance.
- The Presidency of State Security.
- The General Authority for Awqaf.
- The Saudi Central Bank.
3- The deadline: within a period not exceeding 90 days from the date the Law is published in the Official Gazette.
The importance of the Implementing Regulations is that the Law refers to them in places; Article 1 defines them as the Implementing Regulations of the Law. The variety of bodies taking part in preparing them reflects that donation collection touches security, religious affairs, endowments and the banking sector together.
This article comes after Article 20, which excludes from the Law the entities subject to the rules governing oversight of government bodies' receipt of gifts and donations issued by Council of Ministers Resolution No. (365). Article 22 follows, repealing the Charitable Donation Collection Regulation issued by Council of Ministers Resolution No. (547) dated 30/3/1396 AH and all provisions that conflict with the Law.
This is an organizational article addressed to government bodies, and it creates no direct obligations on associations or donors.
