Article 1 explained in plain English
This is the definitions article of the Donation Collection Law, and the most important of its terms are:
- The Center: the National Center for Non-Profit Sector Development.
- Donation collection: receiving cash or in-kind donations through a call to donate or by holding a campaign for that purpose.
- Call to collect donations: urging individuals or entities to donate to a specified entity, for a specified purpose, at a specified time and by a specified mechanism.
- Donation collection campaign: an organized activity through which a call to collect donations is made.
- The licensing authority: the Center, and any other entity legally competent to issue donation collection licenses.
- The licensed entity: associations, civil foundations and other non-profit sector bodies whose regulations or bylaws permit them to collect donations, and which hold a license from the licensing authority.
- The donor: a natural or legal person who gives a cash or in-kind donation to a licensed entity.
Note that an entity is a "licensed entity" only on two conditions: its regulations or bylaws must permit it to collect donations, and it must obtain a license from the licensing authority. This definition matters because Article 2 limits donation collection to the licensed entity, and requires those who collect and spend donations for it to be Saudis.
