Article 7 explained in plain English
After Article 6 established that the rule is confidentiality of credit information, and that it may not be published or used for anything the Law does not permit, this article states a permitted way of using this information: using it in the form of statistical figures.
The only condition the article sets is that the statistical figures must not contain information that indicates the consumer's identity. A consumer under Article 1 may be an individual or a legal person such as a company. If the published data makes it possible to identify the consumer, it is not pure statistics falling within this provision.
An example of the statistical use meant is presenting aggregate figures or general percentages about credit dealings without mentioning anything that reveals their owners. This serves analysis and planning purposes without infringing the privacy of individuals and companies.
This article is consistent with the aim of the Law in Article 2, which combines regulating the collection, exchange and protection of information. Article 8 then regulates the obligation of members and companies to provide consumers with information on the procedures for applying for any credit dealing, and the companies' setting of procedures for handling complaints.
The article is permissive, that is, it allows statistical use but does not require it.
Practical example
A credit information company wanted to publish a report showing the percentage of people late in paying credit card installments in one region. It may do so if it limits itself to figures and percentages that do not reveal any customer's identity; including names or details that point to particular persons falls outside this exception.
