Article 54 explained in plain English
This article sets out the Federation of Chambers' sources of funding, which are six:
- A percentage of the subscriptions the chambers collect from their subscribers, which the Regulations set.
- Returns on investing the Federation's assets and funds.
- Donations, gifts and subsidies that the Federation's board of directors accepts.
- Fees for publications and training.
- A percentage of the fees for what the chambers attest for their members, which the Regulations set.
- Fees for the activities and events the Federation carries out, or a share of them where carried out jointly with a chamber, as the Regulations set.
This shows that part of the Federation's funding comes from the chambers themselves, through percentages of their subscriptions and of their attestation fees. The Law does not set the amount of these percentages, but refers them all to the Implementing Regulations, so they cannot be learned from this article.
Accepting donations and gifts is not automatic, but depends on acceptance by the Federation's board of directors.
This article opens the part on the Federation of Chambers' financial affairs, after Article 53, which makes the Secretary General responsible for preparing the draft budget and final accounts. It is followed by Article 55, which requires the Federation to have a licensed auditor chosen each year by the General Assembly.
Practical example
The Federation of Chambers organizes a business forum jointly with one of the chambers of commerce and charges participants fees. Under item (6), the Federation receives a share of the fee for this joint activity, as the Regulations set.
