Article 6 explained in plain English
This article regulates two sensitive fields: veterinary preparations and pesticides. Under Article 1, veterinary preparations are the vaccines, sera, medicines, viruses and microbes used to treat and protect animals.
The Ministry, in coordination with the Saudi Food and Drug Authority, handles the following:
- Issuing the necessary approvals before registering veterinary preparations relating to animal and live aquatic resources.
- Issuing the necessary approvals for importing pesticides relating to the agricultural sector and exporting them.
- Registering pesticides relating to plant resources.
- Setting the conditions, controls and standards for using veterinary preparations and pesticides.
- Regulating the trade of veterinary preparations in agricultural and veterinary facilities, and the oversight and inspection of it.
- Regulating the trade of agricultural pesticides in agricultural facilities and points of sale, and the oversight and inspection of it.
In practical terms, importers or sellers of pesticides, the farmer who uses them, and the veterinary clinic that trades in medicines are all subject to the conditions the Ministry sets in coordination with the Authority. The article does not state the details of these conditions; they are issued by the competent authorities.
The article connects to Article 5, which gives the Ministry or a service provider the power to inspect facilities, and to Article 7, which regulates safe disposal of waste.
If you have a specific situation, it is best to consult a lawyer specializing in agricultural and environmental laws.
Practical example
A shop selling agricultural supplies in Al-Kharj sells pesticides to farmers. The trade in pesticides at the shop is subject to the Ministry's regulation, oversight and inspection, and the shop may not import pesticides from abroad except with the necessary approval.
