Article 16 explained in plain English
This article deals with external monitoring of diseases and epidemics, recognizing that agricultural epidemics do not respect borders.
Paragraph 1: The Ministry follows the diseases and epidemics that affect agricultural sector resources in other countries. Under Article 1, agricultural sector resources are plant, animal and live aquatic resources.
Paragraph 2: The Kingdom's representations abroad inform the Ministry of the information available to them about these diseases and epidemics, and this is to be done:
- In accordance with the established procedures.
- As quickly as possible.
The practical benefit of this article is that it enables the Ministry to prepare early: if it learns of an epidemic spreading in a country, it can take what is needed regarding imports from it or tighten quarantine procedures.
This article addresses government bodies, not individuals; it places no direct obligations on farmers or traders. Importers are nevertheless affected by it in practice, because information about foreign epidemics may be reflected in the Ministry's decisions on imports.
This article follows Article 15, which requires the authorities and those concerned inside the Kingdom to report diseases, so the two articles complete the picture of internal and external monitoring.
