Article 15 explained in plain English
This article places a duty of cooperation with the Ministry on two groups:
- The relevant government bodies.
- Everyone connected with animal resources, or their products or waste, such as livestock breeders, traders, slaughterhouse owners and others.
The cooperation is to be by all possible ways and means to enable the Ministry to carry out its tasks under the Law, and through:
- Providing the information and facilities required in accordance with the Law.
- Applying the procedures and measures for protecting and preventing harm to animal resources in accordance with the Implementing Regulations.
- Reporting to the Ministry any disease or epidemic that may affect animal resources or spread from them.
- Investigating diseases and their vectors and their insect or other reservoirs, and combating them.
- Removing contamination resulting from any disease or epidemic that poses a danger to human or animal health.
- Applying mandatory registration and tagging of animal resources in the Kingdom.
It is clear that the obligation does not fall on the state alone; a livestock breeder, for example, is obliged to report a disease that may affect his animals, and to apply the mandatory registration and tagging. This article complements Article 14, which gives the Ministry the power to register, tag and immunize animals.
The article does not set a deadline or method for reporting, so nothing should be assumed that does not appear in it.
If you have a specific situation, it is best to consult a lawyer specializing in agricultural and environmental laws.
Practical example
A sheep breeder in Jazan noticed the symptoms of a strange disease on a number of the heads in his flock. He must report this disease to the Ministry, because the article requires everyone connected with animal resources to report any disease or epidemic that may affect them.
