Article 4 explained in plain English
After Article 3 set the amount of board fees and their maximum limits (SAR 600 or SAR 400 a year for each square meter or part of one), Article 4 states who collects these fees:
- The General Presidency of Youth Welfare: for all the advertisements described in paragraph (6) of Article 1, which are advertising boards located in the cities and sports stadiums under its supervision.
- The Roads General Authority: for all the advertisements located on the roads that it builds and maintains outside the built-up area.
- The Ministry of Municipal and Rural Affairs: for all boards and advertisements located inside cities, including the advertisements in paragraph (4) of Article 1, which are advertising boards on buses within city limits for someone other than the bus owner or the transport activity.
The third paragraph excluded from the Ministry's collection the advertisements in enclosed places such as airport halls, railways, ports and sports stadiums, so the Ministry does not collect their fees under this paragraph.
The phrase "Roads General Authority" replaced "Ministry of Transport and Logistic Services" in paragraph (2) by Council of Ministers Resolution No. (586) dated 22/8/1444 AH.
This article helps an advertiser know the body to which he pays the fees according to the location of his advertisement. A person who is asked for fees by more than one body for the same advertisement may consult a lawyer specializing in administrative cases and government contracts.
Practical example
A company contracted for an advertisement on buses operating inside the city of Jeddah, and the advertisement is not for the bus owner. This advertisement is of the type in paragraph (4) of Article 1, so its fees are collected by the Ministry of Municipal and Rural Affairs.
