Article 13 explained in plain English
This article places a restriction on the other work an accredited valuer carries out.
The rule: an accredited valuer may not combine practicing the valuation profession with work that conflicts with the conduct and ethics of the profession.
Who determines this work? The Implementing Regulations. The article does not itself list the prohibited work, but refers its determination to the Regulations. A particular activity can therefore be said to be prohibited only by consulting what the Regulations determine.
The purpose: valuation depends on impartiality and independence, because under Article 1 it is the process of determining the fair value of real estate, establishments, or equipment and property for a specific purpose. Carrying out work that conflicts with the conduct and ethics of the profession may undermine this impartiality.
Amendment: the current text was introduced by Royal Decree No. (M/109) dated 22/8/1441 AH.
Relationship to other articles:
- Article 12 requires the valuer to put their name, license number and license date on all their reports and printed materials, and to provide the Authority with data on their activity.
- Article 14 requires an individual valuer to sign the valuation reports they issue personally, and does not allow another person to be delegated to sign.
Anyone who carries out work alongside valuation and wants to confirm that combining them is permitted should consult the Implementing Regulations, and can consult a lawyer who specializes in commercial cases.
