Article 22 explained in plain English
This article deals with the financial side and gives the Center's board two powers:
1- Fees for the Center's services: setting the financial consideration for:
- Licenses.
- Permits.
- Services and works the Center provides within its field of competence.
So someone who applies to the Center for a license or permit may pay a fee set by the board.
2- A fee on waste producers: setting a financial consideration on waste producers, meaning every person who produces waste classified under the provisions of the Law, taking into account the operating cost from the competent bodies.
All of this is in accordance with the controls and requirements the Implementing Regulations set. The article states no amounts or percentages, and the fee cannot be known from the text itself.
Article 21 requires a service provider to report emergency incidents, and Article 23 allows the Center to assign the provision of some of its services to the private sector.
Anyone with a practical case relating to this provision should consult a lawyer specialized in environmental and administrative laws.
