Article 10 explained in plain English
This article sets out what the volunteer is entitled to obtain from the beneficiary body, which is:
- The necessary training in his field of volunteering.
- The devices, tools and clothing that the voluntary work needs.
- Food and transport, and housing if the voluntary work is outside his place of residence.
- Treatment if he is injured during training or carrying out the voluntary work, or on his way to and from his voluntary work.
- An identity card from the beneficiary body.
- A volunteering and experience certificate in the name of the beneficiary body, stating the type of work completed, its duration, its hours and a description of the experience gained.
But these rights are subject to three limits the text states expressly: that they be in accordance with the provisions of the Law, within the powers and capacities available to the beneficiary body, and in a way that serves carrying out the voluntary work. Housing, for example, is conditional on the work being outside the volunteer's place of residence, and tools and clothing are tied to the voluntary work's need for them.
These rights do not conflict with the definition of the volunteer in Article 1 as someone who provides voluntary work without requiring any material or moral reward; they are means to enable him to do the work, not pay for it.
Paragraph (6) is linked to Article 9, which requires volunteering hours and work to be recorded in the register of volunteers and volunteer teams. These rights are matched by the volunteer's duties in Article 11. Anyone facing a disagreement with the body he volunteers with about these rights can consult a general practice lawyer.
Practical example
Fahd volunteered in a relief program organized by a beneficiary body in an area far from his city. He is entitled to obtain from it, within its capacity and in a way that serves the work, food, transport and housing; if he is injured during the work or on the way to it he is entitled to treatment, and at the end a volunteering and experience certificate.
