Article 24 explained in plain English
This article is among the closing provisions of the law, and contains two provisions:
1. Date of entry into force: the law takes effect after 90 days from the date of its publication in the Official Gazette. This period gives the Authority, the relevant bodies and establishments time to prepare for applying its provisions. The text does not mention the date of publication itself.
2. Repeal: the law repeals any provisions that conflict with it. The article does not name a particular earlier law, but is content with a general rule: any provision that conflicts with the provisions of this law is not applied to the extent of the conflict.
Relationship to Article 23: Article 23 requires the Authority's board of directors to issue the regulations within a period not exceeding 90 days from the date of publication of the law, to take effect once it is in force. The two periods thus coincide, so the law and its regulations start to operate at about the same time.
Practical effect:
- Events that occur after the law enters into force are subject to its provisions.
- If an earlier provision conflicts with what is in this law, such as a different definition of the standard or a different procedure for approving it, the provisions of this law are the ones applied.
Someone who needs to determine which law applies to an event before or after its entry into force may consult a lawyer who specializes in commercial cases.
