Article 25 explained in plain English
This article sets out the tasks of the Saudi Standards, Metrology and Quality Organization in the area of product safety. There are three:
- The national strategy: preparing a national strategy for product safety and market surveillance, following up its implementation once approved, and updating it periodically, in accordance with statutory procedures.
- Ensuring compliance: with all the requirements imposed on the economic operator and the essential requirements applicable to products placed and offered on the market.
- The conformity index: maintaining the minimum conformity index for products offered on the market.
Under Article 1, the conformity index is a measure that determines the percentage of products on the market that conform with all applicable obligations and essential requirements. The Authority is therefore charged with not letting this percentage fall below a minimum, although the article does not state what that minimum is.
Note that the national strategy is followed up "once approved". The article does not make the Authority the body that approves it, and does not name the approving body.
It is preceded by Article 24, which provides that the competent authorities carry out market surveillance as set by the regulations. It is followed by Article 26, which sets the inspectors' powers in detecting violations, such as entering and inspecting facilities, drawing up reports, seizing products and taking samples.
