Article 16 explained in plain English
This article determines who issues the Law's Implementing Regulations, which are the Regulations to which the Law refers in many places, such as laboratory categories and conditions, licensing procedures, the inspectors' powers, and investigation and prosecution procedures.
The Regulations are issued by the Minister of Commerce, but not alone, rather in agreement with:
- The Ministry of Interior.
- The Ministry of Health.
- The Ministry of Environment, Water and Agriculture.
- The Ministry of Industry and Mineral Resources.
- The Ministry of Municipal and Rural Affairs and Housing.
- The Food and Drug Authority.
This agreement reflects that the goods tested in laboratories are varied and fall within the jurisdiction of several bodies, and most of these bodies are the same ones mentioned in the definition of the competent authority in Article 1, with the Ministry of Interior added here.
This article was amended by Royal Decree No. M/31 dated 6/4/1443 AH, and the text presented is the text in force.
The provision on the Law's entry into force is in Article 17, which provides for its publication in the Official Gazette and its application 180 days after publication.
