Article 10 explained in plain English
This is a concluding article concerning the Law's coming into force and its relationship to the previous law, and it has two paragraphs:
Paragraph (a): replacing the previous law
This Law replaces the Law on Premises That Disturb Comfort, Harm Health or Are Dangerous issued by Royal Decree No. (M/17) dated 18/3/1382 AH. The previous law is no longer the reference, and what counts is the provisions of this Law.
Paragraph (b): publication, effect and Regulations
- The Law is published in the Official Gazette.
- It takes effect eighteen months after the date of its publication, a period that allows preparation for applying it.
- The Implementing Regulations are issued within a year of its publication.
- The Regulations take effect from the date this Law comes into force, meaning the Law and its Regulations begin together.
Tying the Regulations' start to the Law's coming into force means that the provisions in which the Law refers to the Regulations begin with the Law itself, so the Law does not remain in force without its Regulations. This article follows Article 9, which assigns to the competent authorities the collection of license fees and fines in accordance with the regulations in force.
The article does not state the date of publication itself, so the actual date the Law takes effect is learned by referring to the date of its publication in the Official Gazette.
