Article 1 explained in plain English
This article is the definitions article of the Law of Municipal Licensing Procedures. It sets the meaning intended for each term wherever it appears in the Law, unless the context requires another meaning.
- The Ministry: the Ministry of Municipal and Rural Affairs, or the secretariats or municipalities, as the case may be; so anything attributed to "the Ministry" in the Law may be handled by the secretariat or municipality as the case may be.
- The Minister: the Minister of Municipal and Rural Affairs.
- The Regulations: the Implementing Regulations of this Law.
- The competent government entity: every ministry, authority or public institution or the like, which under its laws is responsible for supervising a particular activity that requires a license from it.
- The municipal license: written approval from the Ministry to a natural or legal person to build or open a shop for any activity at a specific site, in accordance with the conditions set in the Municipalities and Villages Law and its regulations.
- The competent government entity's license: written approval to a natural or legal person to practice an activity.
It is clear from the last two definitions that there are two kinds of approval: the first relates to the site and the shop and is issued by the municipal body, and the second relates to practicing the activity itself and is issued by the body that supervises it. Article 2 builds on this distinction, as it does not allow any activity to be practiced except after obtaining both licenses, according to the circumstances of each activity.
