Article 24 explained in plain English
This article governs commercial and non-commercial dealing with kinds of wild organisms that the competent authority specifies, and requires a license for that.
Paragraph 1 - The following is prohibited without a license as to the species the competent authority specifies:
- Trading in them or their products or derivatives, locally or by import or export.
- Transit through them by land, air or sea.
- Transporting them within the Kingdom.
- Extracting them from the marine and coastal environment or bringing them into it.
- Selling them or offering them for sale by any means, including electronic means.
- Possessing, sheltering or cultivating them.
Paragraph 2 - The following is prohibited without a license as to the species of live animal wild organisms the competent authority specifies:
- Placing them in a wholly or partly controlled place, such as cages and pens.
- Using them in presenting shows and events.
Paragraph 3: The regulations set the controls necessary for all of the above.
The difference between it and Article 23 is that Article 23 concerns the endangered species whose killing, hunting or trade is prohibited, while this article concerns species the competent authority specifies in which dealing is permitted with a license. It is followed by Article 25 on importing and exporting for non-commercial purposes. Anyone who keeps or trades in wild animals can consult a lawyer specialized in environmental laws.
Practical example
Nasser owns a rest house in Taif and wants to display live wild animals to visitors at a seasonal event, and they are of species the competent authority has specified. Under paragraph 2 of Article 24, he needs a license to place them in a controlled place and to use them in shows and events.
