Article 11 explained in plain English
This article contains two provisions:
First: the source for setting pay. Enlisted personnel's salaries are set by the salary scale attached to this Law, and the scale includes the basic salary and periodic increments. Article 2 defines the basic salary as the amount set for the rank and grade the enlisted person occupies in this scale. This means that an enlisted person's salary is not set by agreement or by a body's discretion, but by referring to the scale according to his rank and grade.
Second: holding several posts. An enlisted person may not be assigned permanently to more than one post, but he may carry out the duties of more than one post. There is a difference between formal assignment to a post, which can only be to one post, and performing the tasks of other posts alongside it, which is permitted.
Note that the article does not mention here any additional payment for one who carries out the duties of more than one post, so no entitlement to an additional sum can be inferred from it. A person who has a dispute about how his salary is calculated on the scale can consult a lawyer who specializes in administrative cases and military service matters.
Practical example
Sergeant Yousef is assigned to a post in the supply section, and his commander asked him also to take on the work of the warehouse keeper until a replacement is appointed. This is permitted under the article because he is carrying out the duties of another post, but he may not be formally assigned to both posts, and his salary remains set according to the scale attached to the Law.
