Article 4 explained in plain English
This article establishes the Supreme Emergency Council (the Council under Article 1) and regulates its structure:
1. Composition: chaired by the King, with the Crown Prince as deputy chair, and with the following members:
- The members of the Council of Political and Security Affairs.
- The Governor of the National Emergency Management Authority.
- Anyone the King sees fit to appoint by royal order.
2. The Crisis Room: the Council has a body called the “Crisis Room”, chaired by the National Security Adviser, with high-level representatives of the entities represented in the Council and on the board of the National Emergency Management Authority as members. Its chair may, when needed, invite whomever he sees fit among the heads of public entities, officials or experts, depending on the nature of the state of emergency.
3. The secretary: appointed by royal order.
4. Meetings: at least once a year, and whenever needed. The chair of the Council may invite whomever he sees fit to assist without the right to vote.
5. Committees: an executive committee, whose formation and tasks are set by decision of the chair of the Council, and the Council may form permanent or temporary committees.
6. Rules of work: prepared by the Council of Political and Security Affairs and approved by royal order; the article does not state their content.
Note that the annual meeting means the Council exists even outside times of emergency. Its competences are set by Article 5, including recommending the declaration of a state of emergency. These are organizational provisions that do not impose direct obligations on individuals.
