Article 12 explained in plain English
This article regulates the vehicles used in the activity of transporting cash, precious metals and valuable documents, from two angles:
First: the vehicle's license and specifications
- The General Security Directorate issues a separate license for each vehicle, so the body's license to practice the activity is not enough in place of a license for each vehicle.
- All vehicles assigned to the activity, whether imported or locally manufactured, must be armored.
- They must also meet the specifications set by the Implementing Regulations, and the article does not state these specifications.
Second: a prohibition on importing, manufacturing and selling without approval
Importing, manufacturing or selling the armored vehicles assigned to this activity is prohibited except after the approval of the General Security Directorate. This prohibition extends to anyone who deals in these vehicles, not only to the licensed body.
This is complemented by what Article 13 provides, that the Regulations set the forms of licenses, cards, uniforms, emblems and colors. Anyone who wishes to import or sell these vehicles may consult a lawyer specializing in commercial cases.
Practical example
A company in Riyadh wants to sell an armored vehicle it used to transport cash to another company. The sale may not be completed except after the approval of the General Security Directorate, and the buying company also needs a separate license for the vehicle.
