Article 21 explained in plain English
This article governs a technical body within the Board of Grievances, the "Technical Affairs Office".
- Composition of the office: It consists of a head and a number of judges, technicians and researchers.
- Its functions: Giving opinions, preparing research and studies, and other matters the president of the Board requests of it.
- Publishing judgments: At the end of each year the office classifies the judgments issued by the Board's courts, then prints and publishes them in collections.
- Link to the annual report: The office submits a copy of these collections with the report, that is, the comprehensive report provided for in Article 20, which the Administrative Judiciary Council prepares and the president of the Board submits to the King.
The practical benefit of this article appears in the publication of judgments, which allows lawyers, researchers and interested persons to see the trends of the Board's courts in administrative cases. The article does not specify the method of publication, the means by which these collections are made available, or the criteria for selecting the judgments classified.
Anyone who wants to make use of published judgments in a particular case is best advised to consult a lawyer specialized in administrative cases to assess how far they apply to their situation.
