Article 4 explained in plain English
This article combines the supervisory and the humanitarian sides of combating begging. It makes the Ministry of Human Resources and Social Development responsible, within the limits of the Law's provisions, for coordinating with the relevant authorities, and assigns it specific tasks:
- Studying the case of Saudi beggars from the social, health, psychological and economic angles.
- Providing social, health, psychological and economic services to them according to the needs of each case, in accordance with the relevant laws and decisions.
- Guiding them to benefit from the services of government, civil and charitable bodies, and following up with them through aftercare, which under Article 1 is regular follow-up aimed at correcting behavior and integrating them into society.
- Establishing a database of beggars jointly with the Ministry of Interior, in which every begging case that is arrested and every case to which the Ministry provides its services is recorded, with the stated aim of establishing the state of professional begging.
- Raising awareness of the psychological, social, economic and security dangers of begging.
- Preparing studies and research and holding related seminars and conferences.
Note that the services in items 1 to 3 are expressly directed at Saudi beggars, while the database covers "beggars" generally. The database is linked to Article 3, because proof that a person was arrested for the second time or more is what makes them a professional beggar who is referred to the investigating authority. The article does not specify the type or amount of the services in detail, but refers to the relevant laws and decisions.
Practical example
A Saudi woman was arrested begging in Dammam. The Ministry studied her case and found she had no income, guided her to the services of government and charitable bodies and followed her up through aftercare, while her case was recorded in the beggars database.
