Article 10 explained in plain English
This article identifies who provides agricultural services, which is two parties:
- The Ministry.
- Service providers: which under Article 1 include companies, establishments and others who provide agricultural services.
Agricultural services under Article 1 are broad, and include: awareness and guidance, marketing, holding exhibitions, competitions and events, documenting the safety of production and practices, quarantine, prevention and treatment, care and housing, transport, and other services the Implementing Regulations specify.
The control: These services are provided in accordance with the provisions, controls and conditions set out in the Implementing Regulations.
In practical terms, a farmer or livestock breeder may obtain an agricultural service, such as guidance, veterinary treatment or transport, from the Ministry directly or from a private party. In turn, anyone who wants to become a service provider must comply with the provisions, controls and conditions set out in the Implementing Regulations.
This article comes after Article 9, which requires the Ministry to encourage the private sector to take part in agricultural activities and services, and before Article 11, which restricts a service provider's disposal of its license.
